Start with a standard foam craft ball. You are going to make 2 cuts in it (the bottom line that is visible on this ball is the mold seam, top two are cuts)

1st cut takes of a little bit to give the ball a small flatspot, so that it doesn't bulge away from the surface of your puppet later.

Next, make another cut a bit further down and cut a hole in the second piece. This is neater and easier than "scooping" out polystyrene, which makes a mess and the depth is always a bit random.

Pull the fabric around, gathering it, as much as possible, over the hole in the ball.
