Maybe if you took some kind of fishingline etc. to a counterweight (maybe lead like they use for fishinglines, but it should be quite a bit of it- it has to keep those wings up) and connected a second line to the outside, bringing both outer lines together into one and attaching a marblesized bead to it: then you could pull the bead (string) and the wings would flap. Experiment a little with the lever laws. I hope I am making sense (I'm not quite sure if my English is awake yet
