That's EXACTLY what it reminds me of! I've been trying to think of how best to describe the texture, and you've nailed it.

Your fabric looks like a blend of yarns. The combination of the furry fleece mixed with eyelash. Not sure what it would be called. If you find out the name of it could you update us.

I know the fabric was purchased at SR Harris (which I've mentioned in a previous thread. Harris gets all kinds of weird stuff; factory over runs, odd lots from manufacturers, small run tests, remnants from designers and special lots. It could have come from anywhere, and may not have been available to the general public.

Poor mystery fabric. We may never see your likes again.
