It is hard to tell whether you got it done right if it is still wet......it needs to be boiling water hot, hot.....do not leave it in to long just a minute or maybe two then take it out, wring out the water and hang it or lay it out to dry.  I have a puppet with the mangled hair he was the first puppet I ever made when I started in the field.

Anyways let us know how it looked when it dried.....starch will wear off over time if I am not mistaken so maybe not the best solution......if you are not happy with it then give it another try at the boiling pot and see the results.
