No it has no Velcro, just the metal rod

I think I have one like it out in storage somewhere, but this is just one that is available on eBay - if it is the one I am thinking of it is a Sunny Puppet Grandfather  - has a furry monkey body and a bald (more human-like) head and they come in a variety of colors.

It does look like a dis-continued puppet from the original Sunny Puppets wrap around line. These puppets were featured in the Sunny Toy companies 2003 catalog.

these were the OM/OW/MM/G/YM series of wrap around puppets. They may have some floating around in the warehouse. Your picture looks like it would be from the G collection. the feet are Velcro while the hands are controlled with a metal rod.
