You mean those bears?

The ears:
Use 1/2 inch foam. Cut out the shape of the ear 2 or 3 times (depends on how thick you would make one ear) and glue it together like a sandwich.
Draw the same shape 2 times on fur fabric.
Now put glue on the round edge of your dandwich and pinch them together to make them round.
put the fabric on this sandwich and sew the round edge edge of the ear.
Cut out a little rectangle shape out of the fur fabric and sew it on the base of the ear.
For the inner of the ear you can cut out of fabric and glue or saw it on.

With the head you have to experiment with foam and shapes.
I think no one here will have a pattern.

The upper snout look like a quarter of a sphere and the lower jaw like the half of an quarter sphere.
The head seams round.

I think you have to make the snout and the mouthplate first and attach this to the head.

@miguel
the picture is from google.
I post the picture just to show how those bears look.
I think this is an original picture from avenue Q.

You do realize that the Bad Bears from Avenue Q are copyrighted, right?  That means you can not reproduce them lawfully.   So the answer to your question about a pattern is going to be "No there are none".  I don't know that there are even any regular old plan bear puppet patterns out there.  If you are wanting to do this just for yourself then I suggest you buy a teddy bear that looks a bit like the Bad Bears and then take it apart.  That would get you started at least.
