I have two questions.
I was wondering if anyone the ideal way to attach the mouth palette (in a kermit style puppet), with a mouth palette that is made of gasket rubber. Contact Cement? Stitch it with a walking foot? etc?

Second, (for a kermit style puppet) the bulk of the body form is made of retriculated foam but in some kermit style puppet i have noticed a layer inbetween like a metal spring. does anyone know what it is?

Contact cement would be correct for glueing your fabric to the gasket rubber but you still might want to sew the mouth plate into the rest of the head.  Not hard to do just make sure you leave enough salvage or seam allowance on your fabric around the rubber.

Not sure on what you mean about a layer in between that is like metal.  I've never seen that.  Do you have a picture you can show us?

Also I was wondering if anyone know how this puppets head is filled. Is it foam or stuffing? is it only around the upper front edge of the mouth palette, or in the whole head?

That puppet is most likely made using foam. It looks very simular to Project Puppets sock puppet design.

It is Project Puppet's design. The image comes from a blog post that discusses the sock puppet pattern from them. (I also believe the site in question is a dud, not been updated for several years, and is merely an advertising ploy for click-ads)

 The metal part you are talking about is called boning it is not always metal it can also be nylon or polypropylene it can be purchased at any fabric store.

If this puppet was made of foam do you think they just cut the foam out with the same pattern pieces without seam allowance, glued it together then covered it with the fleece?
I just love how filled out the head is. I think it looks great.
