Perhaps you can design a medal for the sergeant. Use the exclamation point as the ribbon, and a very large period dangling below the exclamation point.

Here's what I thought of.
First of all, Love the idea! I in an elementary school and I think this is great way for kids to learn!
I say go with ex-clam-itory. I believe that there is a pattern at one way street for a clam. For the mouth have the pearl and the inside top shell (like the roof of the mouth) could have a white strip. So he opens his mouth and there's the exclamation point!
Declarative: Why not D-eclair-ative? Not sure how to make this but it goes with a lot of the food puppets I'm about to suggest.
Inter-frog-ative is great! I like the frog asking lots of questions. For some reason I pictured him/her with a french accent. just an idea....
Lastly I thought maybe Im-pear-ative? A pear might be fairly easy to make. I see him of her being fairly big and bossy...of course!

I love the way your puppet brain thinks, the clam idea is similar to mine but I was going to use hard upper part of exclamation point with a folding hinge, I think your soft idea is better, I am going to use your idea, thanks. The eclair and pear are cute but the characters are already set in the curriculum so I have to use the drill seargent, and some kind of girl with yellow hair named Clair. I was hoping to have pictures of finished puppets by now, got side tracked, sick kid losing tonsils. Thank you all for your help.

Sorry for the delay, had sick son who had two surgeries and lost 6 members of puppet team for the summer, so have been too busy to sew. Son well now and I want to get this set of english teaching puppets completed before teacher's July Birthday.

Finally the Frog reporter is done. It only took me 2 years, but I am very pleased. I made the fedora hat from wet felt pushed over a mold of newspaper and masking tape with white glue to make it stiff. I saved the vest pattern to fit the ProjectPuppet Alternate Body pattern. I hope the pictures can be seen. He starts kindergarten tomorrow.

You can find all sorts of hats at Build a Bear, or from doll suppliers. I found safari hats online for a puppet project.
