Well scotch tape is not what I thought it was.   I thought maybe it was plastic wrap.  Much like Saran wrap that is used in your house but they make it for wrapping packages and product.  You can normally get it at hardware or office supply stores.

No they are not that noisy it is what they use on stage and in film to get the cryo effect, you can get dmx controlled devices that you hook up a CO2 tank to and can be controled by a lighting desk to shoot the jet and control the direction of the nozzle. A CO2 fire extinguisher is a much cheaper alternative the only I can suggest is to get hold of one and experiment.
