Some thoughts are latex or use tool-dip and try covering it with that they also have a spray version that my work since you are not concern at a smooth surface, I would choose the later since it I easy to use with foam. I would provide a picture but I am on the phone and can't.

I agree with the latex idea. I'd suggest adding about 1 part water to 3 parts latex and add some brown acrylic craft paint together. You can't paint latex with acrylic paint or else it will crack, but if the paint is added to the latex along with water it works fine. If you want extra texture, you can use latex with toilet paper or cotton balls. My preference is mask latex, but body latex or mold making latex should work too.

Well, there are several methods. You could do methods similar to latex mask making which involves sculpting with clay, making a mold, and then casting with the latex.
Or you could create the puppet using normal foam and fleece techniques, but cover the foam with latex instead of fleece.
Or you could even just get a sphere of some sort and build up the latex over it and then remove the latex skin and then add mouth plate, etc.
Pretty much it depends on what method you prefer.
