Check Craigslist under sewing machines and also garage sales, as well as estate sales. I've bought several heavy duty machines that way and all I had to do was clean and oil them a bit.
Some summers I teach sewing classes for children at our church. I try to have several machines on hand for those who do not have their own machine. I think we have about 5 not counting the two I use.

So this is one of my possible designs for the puppet:
He looks sort of like a resigned butler, which I kind of like. I have a voice already for a character like that.
This was also the first design I put together in Photoshop.
The only problem with this design is that I have no idea how to go about making that large, distinctive nose. Does anybody have any tips or pointers?

You could carve it from a solid piece of foam or make it out of crayola model magic clay. Then cover it with fabric and attach to the face of your puppet using the ladder stitch.

You can always buy a plastic nose, used for costumes, etc. and cover with fabric. Sometimes they come with glasses attached.
