My friend made one recently and drew up a simple diagram of how they work. It is easy and they are a lot of fun too.

I'm thinking about making one myself. I'll post pictures of the process. I've noticed in the past though a lot of people have been asking how to make one of these guys but no answers can be found ever. I might even take some video of the building process.
If anyone is confused by what I am talking about here is a video I found on youtube. This girl at one point in the video actually shows the controls and how they work.

Yeah, those are the kind of thing that would be a real hit at Ren Fairs and conventions. Cool!

Yeah, that's where they sell em. They sit on your shoulder by putting a metal plate under your shirt that magnets inside the puppet will cling to.

What is used for the cable? A bicycle cable?

I think that some people do use a bicycle cable but really all it has to be is a flexible tube with a wire running up it.   The important thing is that you stabilize the tube itself at the entry and exit locations of the wire.

Hello everyone! these posts have really helped me! I have been working on one of my own. Here is the head of my wire controlled puppet I just sculpted. It's a Griffon.

I am using Sullivan RC airplane model push-cables. I heard they were a little easier to maneuver for a heavier head/body.
