That stuff streaks all the time and it drives me nuts.  If you notice on the can, it's says to stir, don't shake.  And they mean it.  Make sure you stir it very, very well.  If you sand and it's still streaky, you can cheat a little by sanding just the streaks, repaint just those areas (as long as it's all one solid color), and re-poly the new paint.  It's not ideal, but if you're having issues and time is a concern, this will work.

Trust me, I know how temperamental this stuff is.  Last Christmas I designed as show and had to move on to another gig.  The floor was very detailed, and my assistant was going to poly it.  I got a picture on my phone after I was 1,000 miles away of the floor.  It looked like someone splashed milk all over it.  We just used the Minwax water based stuff, and there's no reason it should have dried that way---except for the fact that it just didn't feel like cooperating that day.

Hahaha... Well we may just leave well enough alone! I need to get some design time to do banners, plan sets, etc. It's not a deal breaker for me, but it just kind of drives me nuts! I'll spend a day or two thinking about it and then decide... LOL!

OK, open mouth insert feet (here goes).... is there not a building contractor, carpenter, flooring person in the congregation?  They could answer so many of these questions and offer alternatives to some of the problem areas (like the finish).  I am concerned about the luan, as it is not meant for flooring.  Wondering who steered you in that direction?   Been to Church on the Move, they have very impressive rooms, first class all the way.

Down the road, when you need to replace the floor, which you will soon, (it's just the nature of the beast), use masonite sheets.  They come in 4x8 panels, just like ply and you get it at any lumber yard.  It's more or less compressed cardboard with maybe a little bit of wood thrown in for good measure.  That's the standard flooring material (on top of plywood) for any smaller theatre up here in NYC and across the country.  It's great because it doesn't splinter, it's fairly quiet to walk on, and, most importantly, it's only around $8 a sheet!

Masonite... I can never remember that name. Perhaps now that I have typed the word Masonite 2 no 3 times I'll remember.

It was actually the contractor who suggested luan. It's the first stage they've worked on so live and learn I suppose! We'll see how it holds up. For now, I think I'm just going to leave well enough alone and see how it all pans out in the long run. We'll definitely keep the masonite in mind if we need to replace the floor before we can afford the rubber flooring. It's unfortunate we're not working with Church On The Move's budget or we wouldn't be having these issues! LOL! Thank you all for your suggestions and I'll make sure to post a picture of the finished project, then several months down the road to see how the wear and tear is progressing.

LOL. I have wondered what kind of budget they have.  We can all dream!  Are you doing the rubber flooring like they put around pools, baptistries, etc.?

I keep saying rubber, but I believe it's a vinyl flooding that comes in one big roll. It's the same stuff that they put on their main auditorium stage, KOTM stage, and out at Dry Gulch. Adam couldn't remember what it was called so I'll have to do some research.
