I'm wanting to make a blacklight puppet with this kind of lips, but, I honestly don't know where to start.
Help? Ideas?

Are just trying to make lips? Do you need them to be fabric covered like theirs or would spray painted work?

Fabric covered. I really want to know how to get the shape right. And the actual end result will probably look different, it may look more like creative ministry solutions' "Loose lips" puppet. It really depends on the difficulty level and time i have to put into it.

Josh,
First you will want to start with the mouthplates. Basically think a little smaller than 2 half moons. Once you have them cut, measure from corner to corner on the rounded edge. Let's assume it's 14". Draw a straight line on a paper pattern that is 14". Mark the center point on the line. Fold the paper in half and draw the shape of the top lip from the center to your line. Cut this out. This will be your top lip shape. Do the same for the bottom lip. Lay the patterns onto 1" foam and draw out two top lips and two bottom lips. Cut them out with a straight razor. Glue one top lip to the second top lip to make it double layered. Then apply glue all around the edges and pinch edges closed. This give the lips their fullness. Repeat with the bottom lip. Glue the straight edge of the foam to the rounded edge of the mouthplates. Using the foam pattern, cut tow top lips out of fabric, only 1" wider all around. Sew the top edge, leave the bottom straight edge open like a pocket. Slip this over the lips and stretch and glue into place.

At one time Andrew had created a tutorial on this but it is no longer available. What is available is the PDF of the pattern he did for the lips. Billy saved it to his gallery. http://puppetsandstuff.com/2008gallery/main.php?g2_view=core.DownloadItem&g2_itemId=12268 Same concept that Julie described for putting this together it just gives you a pattern for lips and mouth plate. It also has a pattern to put a tongue in the mouth if you want.
