I'm trying make a puppet like LUDO from the Labyrinth. Can someone point me in the right direction of what type of puppet he is and any other resources.

To make a puppet "like" him would require lots of animatronic knowledge and thousands of dollars.
But if you want a full body suit like him, I suggest looking for information from fursuit websites for making a a head with jaws that will move with yours. Then I'd suggest to learn about latex mask making and use that info for making the face. Then some simple cable mechanisms and you can add a little more facial or eye movement. Perhaps even get a cheap camcorder with built in screen to place inside the head. And probably you'd want to make low grade animatronic hands which work via wires or cables.

Fibreglass structure to reduce weight, lots of fur, really long fur, latex or silicone, and lots of electronics, which you may be able to do a budget version of, more mechanically. Plus you would have to dream up your own character to get around copyright. But it would be a cool project.
