I've been meaning to respond earlier but been so busy, I hope I have not missed the party. This is one of my favorite things! When our son was growing up each year I would plan a themed party. We were extremely cash light, so I had to be extra frugil. This is possible if you start earlie.
We just hosted a pirate party a year ago for a family friends little girl.
We got white, light blue or you any color solid color sheets from a resale shop or garage sale. Sometimes resale shops will give you sheets that have holes if you ask them to save them when they come in. We then used can of cheap spray paint to create secenes on the sheets such as port holes, barrells, oars, benches. Anything you might find in the hold of a ship. We then cleared out the furniture in our formal living room and stapled the sheets to the walls to create the mood. It's always good fun to cover the entrance to the world you are creating as well and only allow the guest to enter once they have properly joined to spirt if the par(costumes and makeup). We provided the costumes, so the guest didn't have to worry about that cost. Inside the newly decorated ships hold we added folding tables flat to the floor, not set up. This is to protect the floor and give a more reclining eating experience. Covered the table again with sheets painted to simulate wood. This time we found plastic goblets and plastic placemats for food and decoration, but if you have time in the past i just colledted all kinds of woodend glasses, trays etc from the resale shops and garage sales.
Costumes: again you can purchase white or solid color t-shirts from resale or garage sale, but walmart also carries bulk white undershirts t-shirts. Cut V shapes into the sleeves and bottom of the shirts you can also cut out the neck as well. With brown spray paint lightly spray the edges and body of the shirt to make it look used. Once the paint has dried over night wash the shirts on a machine and dry in dryer. Dn't hang or fold shirts when dry because you want them to look worn. Also...get the shirts a size or two larger than the guest because they will put the shirts on over their cloths. Scrap fabric makes great belts and head covers. Use a grease pencil (clown supply) or cheap eyeliner pencil for mustaches, moles etc. you can even get gross bubba teeth, but let me warn you from experience it's very hard to talk with them, so the kids eill probably not use them, but when I was in character (you can call me hop along boot leg) i used them.
I'll try to get photos from my friend. I must go know, but I will add more details soon.

Eh, it's what happens when you combine obsessive-compulsiveness for bookmarking websites and a craving for potato salad.
