I think it would help, yes. As for ideas... word of mouth is always good, but you should also be doing business cards, flyers, publicising at local events that might be useful (ie. if there's a big party-planning convention and you do kids' parties, craft markets, etc etc), having a website, newsletters, etc. Not just marketing to new people, but making sure you keep in contact with past customers. And so on.
