Probably the best thing to do is search this topic on P&S, but to et you started, you should ask billy for the pattern he has in his album, last time i checked he had a great 'human hand' puppet pattern that would work great for a fozzie bear type puppet, or if you want something a little more involved, check out the 'borsa' pattern from projectpuppet, but effectively both these patterns are just 'bag like' bodies with long sleeve glove arms that you can put your hands into from below. the only difference is with fozzie, he has a foam body inserted into the bag like fabric body and instead of the arms simply entering from inside the body, there are little sleeves that attatch to the elbows of the puppet and the puppeteers hands and arms enter from there, but im sure the pattern in billys album is a great place to start and easily modifyable.
im sure billy will be along at some point to nudge you in the direction of his album and the pattern im reffering to!!
i know its not the step by step instruction you are probably hoping for, but i hope this helps a little until i have more time to explain and until the others chip in with thier suggestions.

Well I am not Billy but here is the "pattern" in his gallery that jeezbo was talking about.
If you click on the image it will enlarge for you a bit. That illustrates the concept very well and as you can see it is a pretty simple one.
If you do want a more in depth pattern then like jeezbo I would suggest the Project Puppet Borsa pattern

The only thing, is this pattern is more for a "sack" puppet like Oscar or Cookie Monster. Fozzie has an actual body much as Ernie does, the arms are totally separate and connected by a long tubular piece from the shoulder of the body to the wrist of the gloved arms...

I'm roughing one out right now...is this the kind of thing you are talking about? (Pay not attention to the sketch. Was taking a life drawing class when time was called, and wanted to reuse the paper for my rough layout.)

Are you on Facebook? If so I do the group "Making Puppets". I have a photo album in there of plans. Towards the bottom are all ones I have made. I took pictures of then underneath a 1 inch x 1 inch grid so they can be duplicated. You can find them at: Making Puppets:Plans

I'm getting some good ideas from all your help. Thanks.
Looking at Fozzie I noticed he has narrow upper arms and big
forarms, like popeye.
I think I'm going to try for that look.
Thanks to all the suggestions I got from here I think I know how to proceed now.
It will be a few weeks before he finished because I'm waiting for some fur that I ordered.
I'll post pictures when he's finished.
In the mean time I am attempting a fair ( I hope) representation of Miss Piggy.
