Ok I have searched and searched and the best thing I could come up with is Tounge depressor puppets which are puppets with the sliding mouths. You will have to figure out how to incorperate this into the mouths of the costume.

Na he will be using materials,scripts,puppets that are legally purchased from big idea/veggie tales website. They have school and church curriculum that these organizations can use. I understand what you are saying and Thanks for the heads up. It is always good to be familiar with copyrights but do not think it is a issue here.

Ok here is a very simple idea for a moving mouth. Not sure if it works with the existing costumes but here goes.  In the fabric of the costume you have a slit cut in a half moon smile. Then you have a piece of cardboard or maybe even black heavy plastic that is cut in the shape of the mouth when it is open and then extended up about 6 inches or so. If you slide that piece of cardboard/plastic through the slit in the fabric and move it up and down then it would look like the puppet is talking.  I kind of think they may actually be using a similar method on the body characters in the videos. I think in the video the puppets have the fabric of the bottom lip attached to the bottom of that piece of plastic and so it actually pushes down the fabric with is stretch. I may be way off but I think it would work.
