I can understand if she is still trying to get her life back in order, just from what I have read she has had quite a time of it, but close the site. If at least temporarily, then things like this won't happen and you won't do further damage to yourself or others...

Na, that's right - that's what I'm hoping for.  However, I've never had to do that with Paypal before, so can you get your money back if they've already received it? 
On Facebook, it looks like she recently got married.  I'm happy for her!  Just wish that the site wasn't up and running as normal.  ;-)

Yes, that's the whole point: charge backs are for items that
Aren't received
Are received but not working/not good quality
Etc

It's the same as any refund transaction at a store, although paypal has to go through a process of resolution (usually involves getting the other person's side of things). If you've not heard back from her, or she doesn't dispute the refund, then it's likely you'll get the money back. She may even manually refund it herself - I've done this before when I've received complaints, and wasn't actually at fault.
