No, it's all mechanics. I push at two buttons that are attached to bicycle brake cables - the eyelids are pulled back in the default position by two springs.
Everything's simple and reliable.

I used a cheap radiator brush and a thin plastic mesh for the structure inside the tail.

It does get heavy after a while - it's used in a live show that is almost three hours long.
The jaw and eyelids move very smooth - the default position of the lower jaw is open.

Do you use any sort of 'rest' during the performance, just to take the weight off? I can imagine it would be useful to occasionally put it on a stand for a few moments just to rest the upper arm muscles.
