Basically it's a water based contact cement. Not a viscous one like Crafters Pick Ultimate. This explains why in the YouTube video that they are working without protective gear or ventilation.

Policloroprene, also known as neoprene comes in waterbased and solvent applications and is often used in the automotive industry. It is a rubber based product which gives it a flexible bonding agent. You can buy glue simular to this in automotive stores. According to the description below it can be skin sensitive to some while not to others and I would assume as all of these type products for safety reasons be used with precautions. So always use in a well ventalated area and wear gloves. ( something I don't do )

I just wanted to know if we can use synthetic rubber based adhesive
for gluing foam puppets though it is not economical if the surface area
is very large. Can anyone suggest the best option available all over the
