For those of you who view the topic Avenue Q help!!! This is a topic which you can give your opions to try and help me make the puppets personality.

If I were you, I would concentrate on the head first and get that right rather than worrying about what is an accessory of clothing. Costuming usually comes after the character is built.

Keep in mind the size of your finished puppet because you might be able to find some outfits in the baby/children's department that might suit your needs. Good luck!

I agree with DansPuppets, but also, from the image you provided of your design, you seem to already have the clothes worked out.
I can also state that clothes were easier to worry about (on making my first muppets) once I had built them, mainly because until then I wasn't sure exactly what the dimensions of the puppets would be and because I was making the clothes by hand with no patterns.
I can recommend this free puppet costume book for both ideas and instructions on how to create your own costumes:

As for personality, just choose a range of materials and colours that suit the puppet; and types of clothes that fit in with what the character might choose for herself.

You may find some of the instructions a little confusing or unclear at first - I just got out a pencil and made notations where I needed it. However, I've made all sorts of puppet clothes with it: a lab coat, a shirt (with buttons), a tshirt, a hospital gown, a dress, and pants. If you use a sewing machine you could do a couple of pieces of clothing in a day. (I did it by hand, and it took me a fair while to do each piece)

ya I got confused because I need a skirt and a shirt I can probably do shirt but not skirt
