Sure the main thing is how you will be performing her will it be live infront of people or will it be on camera. On camera we generaly perform them above your head and the video camera is set up so you raise the puppet into feild of view. Now keep your elbow locked so the weight of the character and support is on your back not upper arm, this will keep your arm from getting tired to fast. Make a "C" with you hand in the mouth of the puppet with your fingers on top jaw and thumb on the bottom. This will help keep you from "flip topping" as much as in only moving the puppets top jaw and top of the head instead of moving the bottom jaw only as its suppose to look. Arm rods can be a bit a a challange think of them as chop sticks and keep the hands down by the waist unless performing with thme. Its considered taboo to see the rods.

As far as personality for the puppet, you need to develop the character. What is her name, where does she live, likes, dislikes, friends, family, quirks, age, etc. Once you have written out this information she should start to come to life for you. Think about what her voice should sound like, start building the personality on paper and in your head. Once you have this done you can start practicing the movements she will make. It is all part of developing a character. You can't act like a specific character unless you know who the character is. Does any of this make sense?

Good luck
