I kind of remembered this when you first posted and did some digging to try and find it but did not.  Should have posted.   Don't know if Billy has  been on lately or not. Maybe he will remember if he stops in.

Well some sites have slowed down a bit but others seem to have picked up steam. For example the FB Group Puppet Makers Group has exploded of late with members.

Not bad. I actually had to look close to see the wrinkles. Not sure the wrinkles are the issue though.  Have a look at this tips video. There are actually tons of wrinkles in his green screen.

Take a trip to the hardware store and check out the plumbing section. PVC pipe is inexpensive and easy to work with and with all the different connectors you can make just about anything  you want. Here is an instructable to give you an idea of what can be done. http://www.instructables.com/id/PVC-Puppet-stand/

Here is a variation of PVC with a wood base. http://puppetsandstuff.com/community/index.php/topic,8002.0.html  I know you are not good with wood but give it a look for ideas. 

There is also this thread on the subject. http://puppetsandstuff.com/community/index.php/topic,7539.0.html it has in it the two videos that Stiqpuppets did on the subject showing a single unit and the a wall unit that can hold more then one made out of PVC.

Just don't know that you are going to find anything online pre-made to suite your needs which is why gave you the above. Now one thing pre-made that I have heard of puppeteers using are plungers. Again a trip to the hardware store so might as well breeze through the PVC while you are there.

Yes you can apply latex to foam but the foam tends to suck it up like a sponge which adds weight to the puppet. The latex that PoorFishy mentions can be painted on much like paint to your foam. An alternative to latex that I've used before is tool dip that you get at hardware stores. You can buy it in spray or a can to paint on with brush. I like the spray on version.

To be honest, I am not sure just the use of latex is going to satisfy your desire for evil. Evil is not in just the materials used but in the design of other elements of the puppet also.  I think that a change to your eyes in the above puppet could give it a much more menacing and evil look. Smaller pupils, heavy brow, slant to eyelids are just some things that can give a character an evil look.  I've seen some pretty evil looking teddy bears that where meant as children's toys simply because for the design of the eyes. 

Do a google image search on the term "how to draw evil faces". Hopefully you get similar results as I do. Some really great illustrations of what I am talking about. Many of the images I saw where actually of things you would normally think of as being cute and cuddly yet the artist have been able to make them evil.

I've never  used the Moto-Saw but wondered the same thing myself. The action would be a bit different then a bandsaw since it would be up and down sawing action. Seems like the action would be much like a jig saw.  I've used a jig saw quite a bit on wood, plastic and styro foam just can't remember if I ever tried it out on poly foam. On a jig saw I think the up and down action may be problematic but with this It looks as if there is a guard to help hold the material down.

No real alternatives to Ebay and Etsy that is going to get you any exposure internationally.  You just have to keep trying.  Do you have your own website or Face Book page? Those are ways to at least get your name out there that you then use to link to your sales. You could even sell them on your own site if you wanted to try.  It takes time to establish a web presence and a lot of effort.
