I think you might be kind of right Na.  Unless it is actually a puppeteer who is contacting you, I feel that in a theater production the puppets are often thought of as props. I know that at least with shows I've worked on the props department are the ones in charge of the puppets. Often props come into the picture right before the production goes into the tech rehearsals and the time frame is often really tight.

What emotion do you need to show?  Normally emotion can be portrayed more by eyebrows and body language instead of simply the closing of the eyes. I know there are a few past threads on moving eyebrows around here somewhere. Now where did they go.

Maybe one of the builders could re-produce him for you.  While as a rule most builders wont copy a character, it seems like in this case when it has been a puppet that has been used in performance for some time and needs replaced and the original builder is not available that there is really no harm in it.

I assume you meant this one over at Puppets Inc. http://www.puppetsinc.com/mop_puppet_p/11124.htm  Your other option might be to buy that one and replace the hair with red yarn hair.  I don't see the difference in the nose really.

All I can say is practice makes perfect.   It does help if each voice you choose is very different.  So maybe one is high and the other is low pitched. One is a fast talker and the other speaks slowly. Giving one an accent can help also.  I wouldn't give them both and accent though, at least not when starting out.

Very cool stuff! Really like your pop up cards. This made me smile... "I'm an old hippy living off the grid".  Now tell me if you are off the grid, then how do you have internet.   I guess that really has more to do with not being tied into to city electric or water. So do you do solar power and other alternative sources of power?

If it needs to be more of a pointed cone like a traffic cone then wouldn't that be a wide triangle of foam glued on seam then maybe added on top of your normal round head puppet pattern? Just a thought. If not maybe elongate the Punto pattern.

I would imagine that all depends on your local area. For example here in KCMO USA we do have recycling but it is limited to certain things. They don't except glass and some plastics at the curbside although there are recycling centers you can take them to. Offcuts of poly foam would not be something they would except here at either place.

Hey why not recycle them for your own use. Cut your offcuts into smaller pieces and use them as filler for arms or legs.
